A Sovereign Nation is Governed by Laws - An open Letter to the Puyallup Tribal Council

The Tribal Council of the Puyallup Nation has managed to squander away nearly two months time in dealing with the incident of Puyallup Int'l Inc. Board of Director's embezzlement of Tribal Funds.

Attorney Letter to Puyallup Tribal Council Regarding Embezzlement of Funds

The incident occurred Friday July 28th 2006; whereas, P.I.I's BOD's held an "emergency meeting", and decided by a consensus that the Board members should receive Retro Pay, totaling in excess of $103,000.00, breaking several Articles and resolutions of the P.I.I Charter and Code of Ethics.

Albiet, a gross injustice, the infractions could have been dealt with in a timely fashion. Columbia Bank records reflect that as of August 07,2006, of the seven board members-1 has declined to receive her check, 2 have yet to cash theirs; whereas, the remaining 4 have taken it upon themselves to cash their checks, ranging from $8,100.00 to $11,850.00.

This crime could have been satisfied by those involved issuing an apology and settin up a re-payment plan. Neither of which has occurred.

In the absence of a Constitution, Amendments, laws, guidelines, Charters and codes, this behavior could be just and condoned.

But as a Sovereign Nation, the Puyallup Tribe of Indians, incorporated a Constitution with Amendments, By-Laws, Guidelines, Laws, Charters and Codes, so its' members may be governed, protected and represented.

As elected officials, your direct dereliction of duty, lack of response,and your incapabilities of doing your elected jobs, forces it's members you represent, to seek other paths of justice and restitution.

All seven of you have a sworn oath of responsibility to the office you hold and the people you represent. Your gross lack of integrity, reflects upon our Nation, and tarnishes our ability to prosper and progress.

The membership has grown tired of, and seriously ill of your conduct, administration, lack of leadership and your "Good 'Ol Boy" way of doing business.
Quite frankly, as tribal members, we have little confidence in your capabilities to hold office and put little credence in your words.

Ironically, your lack of action is our catalyst to take any and all action within our resources to bring about justice, to restore order and right this and other wrongs.

The membership expects a plan to rectify this crime by Noon Friday, Sept. 22,2006.
If by that time no action and plan is in play- Full Circle will seek other avenues to resolve this issue.

      David, I can not fathom the depth of opposition and dissention you must face daily on the job from your peers. I admire your fortitude, perserverance, loyalty, and integrity you display, and support you and the work you are doing.

      I encourage the membership to also write in and show or write support for you, so you may remain strong Mentally, Emotionally, Physically, and Spiritually.
      It's a beautiful thing to see what you are doing and accomplishing, it truelly is a manifestation of a vision and dream that an Elder had for you along time ago.
      KEEP UP THE AWESOME JOB!

      Things would surely get accomplished. So, it kinda makes a person thinks, WHY would someone be afraid of change? Epecially when it is for the better?
      I wish more tribes would see all that Full Circle is doing for the Puyallups.

      Perhaps this Indian World would be a better place to live in.
      In the world of greed it is tough to get a handle of, NOT IMPOSSIBLE! With all of the Casinos popping up, mismanagement of funds seems to be a HUGE issue among Indian communities.
      Keep up the tremendous amount of support that you have for your community Full Circle... your hearts are FOR THE PEOPLE of your reservation, NOT FOR YOUR OWN POCKETBOOKS!!
